Parley — At the beginning of combat on your turn, each player reveals the top card of their library. For each land card revealed this way, you create a 1/1 green and white Citizen creature token. Then creatures you control get +1/+1 until end of turn for each nonland card revealed this way. Then each player draws a card.
Phabine turns every combat into a value engine: at the start of combat you trigger Parley, making Citizen tokens off revealed lands and pumping your whole board off revealed nonlands, then everyone draws. You flood the board with hasty tokens and swing wide with an ever-growing anthem, snowballing the game until an alpha strike or a payoff finishes the table. The catch is you're filling everyone's hand and board, so you must close fast.
Add token doublers (Anointed Procession, Parallel Lives) and explosive finishers (Craterhoof Behemoth, Triumph of the Hordes) so a single big combat ends the game before symmetric draw helps opponents. Lower your curve and add ramp like Smothering Tithe and Esika's Chariot to deploy Phabine and a board faster, and include protection such as Heroic Intervention against the wipes that punish go-wide. Punisher pieces like Impact Tremors and Authority of the Consuls turn the shared card draw and your token flood into inevitable damage.
